Dear Julie,

I am still awaiting response to the queries and clarifications I sought from you in my email dated 13 November

I consider your email to Cllr Victor,copied to me, as a convoluted way to trying to evade addressing all my questions. Further, by writing to Cllr Victor and copying me in when I was the one that sought clarification is disrespectful and unprofessional practice.  I therefore still demand from you the following and failing which, I shall not hesitate to bring the matter at the next Council Meeting and if needed even further and beyond.

There are still some critical aspects that I demand a response from you with regard to the Mayor’s Allowance/Budget. I asked for the specific amount in terms of the Mayoral allowance that was available when I took office and you have not responded to that.I want you to give me a copy or the link of the budget setting meeting of 2016/17 held and approved by the Full Council. And I demand to know how much of the allowance was spend prior to me taking office and what exactly was available when I started and how much exactly was remaining when I left. Please provide these in exact figures.  I myself have not claimed a single penny and I seek clarification from you as to the justifications for the following to be expended from the Mayor’s Allowance.

For the following I would like to know when this as I do not remember handing over or instructing the Deputy to attend on my behalf:

Further you still owe me an apology or an explanation for the following

  • the tone and language of your email,
  • alleging that I am involved in internal group politics when I am not
  • saying that you did not receive a message when you did
  • implying that I behaved (councillors) inappropriately with you, and finally
  • Writing a curt and inappropriate response  to Mr Rajesh Pathak who invited us respectfully to a Nepalese event on 21 Oct. (this has triggered insult to me and a lot of talk in my community)

I add to the above that I was told by Cllr Jim Halfords that he did not receive an invite to the charity dinner and that had be received an invite he would have come. Despite my several reminders to you to send an invitation to all councillors, I am dismayed that you have fallen below the standard of professional duty and compliance and that too for a cause that was to support disabled children. I either need an evidence that an invitation was sent to Jim or an explanation and apology for not doing so despite my several requests.

Finally, I had made this query earlier and you still have not responded, I want to know explicitly in writing whether or not you received invitation on my behalf as the Mayor to the Hextable Art Centre Opening.

I demand direct, responsible and immediate response from you on ALL above matters so that I do not have to escalate these issues either at the Full Council Meeting or even to the press.

Dear Victor,

I believe you sent the following email to me in error which in essence you addressed to Julie immediately following my email to her demanding that she respond to my official queries raised for the third time. I would also like to see where it is stated that Councillors cannot demand anything of the Town Clerk, particularly pending issues raised during my tenure as Mayor. Note also that I had to use the word demand for emphasis as the requests made twice were ignored.

I might suggest that you report this hectoring behaviour to the Monitoring Officer. The tone of his various emails is decidedly not in keeping with the Code of Behaviour. He cannot “demand” anything of you.

However, I will address a separate email to him.

I am disgusted and appalled by this email and have serious objection to your instant reaction as above objecting to my terminology – ‘demand’ – for a response  from the Town Clerk and classifying it as ‘hectoring behaviour’ and suggesting that the ‘tone’ of my email is such that it should be reported to the Monitoring Office. Where was this insight and judgement when Julie as a Town Clerk, insulted me, the then Mayor, through the tone and language of her repeated emails? In your recent email you refer to me accusing the Town Clerk as using the Mayoral funds and state that this was insulting. But you fail to note my response to this email on the very same day (21 Oct) apologising to both you and her as follows: “I meant the Mayor’s Allowance/Budget and not funds (apologies for the error).” You note and pick up what was said to her; but you fail to note and pick up what was said to me in those very emails that you refer to. This proves yet again, as in the case of the Gym, your inclination to believe the worst of me. What is your reason for such a heightened degree of protectionism towards her and condemnation towards me?

In my previous emails, I had alleged that both of you were disrespectful and domineering towards me. Your email above is further evidence of your disregard and disrespect to me; so much so that you refer to me as ‘he’. Do I not have a name? Why are you reluctant to even refer me by my name?

Added to disrespect and insult, through this email you have clearly established an act of outright discrimination. which I assert by a tabulated list of the language and tone used by the Town Clerk in her emails to me and wish to challenge anyone to compare this with my recent communication demanding a response from the Town Clerk and determine which behaviour in reality is  hectoring, insulting and in an inappropriate tone and language and not in keeping with the Code of Behaviour and hence should be reported to the Monitoring Officer. Note also that these are emails from a Town Clerk to the then Mayor.

Town Clerk to the Mayor Context/Coments
I answer to the Council as a corporate body, the Mayor is not ‘owed’ anything from the Clerk. Note the tone and language
However, I am going to respond as, yet again, completely unfounded accusations are being made against me in what I can see is the pursuit of your groups own internal politics. Note the allegation
I can confirm that ALL councillors were invited to the Mayor’s event SEVERAL times at his request.  I cannot be responsible for the actions of individual councillors.  I have already explained this to Cllr Gaire, we have discussed this more times than I care to mention. Note the tone and language. Cllr. Jim Halfords did not receive an invite and said that he would have come had he known
Doing all of this whilst enduring various inappropriate behaviours of councillors.  Never once have I complained or caused an issue with this.  My patience is wearing thin.  But I imagine this is just what certain councillors want. Note the accusation as well as the tone

Note the curt and inappropriate response to a request from a person from my community who respectfully invited me to attend an event.

The statements above are from emails only, notwithstanding that she also failed to respond to my several emails and also my text message which she denied having received after which I sent her photographic evidence. Where was your sense of judgement when all this happened and you were privy to them? What is the difference between me and Julie that you defend her and even instigate her against me behind my back when the issue is trivial and yet you keep mum when she uses inappropriate tone and language towards me repeatedly? Your current email therefore clearly exposes your bias towards me.

I did not use the word ‘racism’ in my resignation speech but the media picked it up somehow. I noted also your categorical denial of this accusation in the press. But after seeing this email from you to Julie, written behind my back with reference to me and my behaviour, I cannot help but be reminded of the term ‘racism’.

I refused to comment to any media when they asked me to give specific evidence but now I intend to hold a press conference and let the media judge for themselves. I shall in the process, also talk about other important issues pertaining to both senior and junior members of the party.

I will address other issues in a separate email as I do not wish to dilute the seriousness of this matter.

Cllr Southern,

Thank you for the detailed response to my query about the allowance. I noted however that the Town Clerk stated that the Mayoral Allowance is £5,500 per annum and you stated that the Mayoral ExpenseAllowance is £2000 for the entire year. Can you also tell me what the Mayoral Allowance of 5,500 comprises of? Further. although the Town Clerk listed all expenses, I did not see the expense for the 18/12 nightand I would like to know what budget this came from and how much it was.

I would also like to bring to your attention the following quoted on pg 25 of the Good Councillors Guide send by the Town Clerk:

“Remember, the clerk is employed by the council and answers to the council as a whole. No one councillor can act as the line manager of either the clerk or other employees.”

As such I feel I have the right to ask questions of the Clerk. And based on the last sentence, I see no reason why you should be answering to my queries on behalf of the clerk.

I do not wish to make any claims regarding either travel or other expenses. In the past 10 years, I have personally donated a lot of money to the party without expecting or claiming anything and I do not wish to do so from the Council either. However.  as you have stated that at the end of the year any balance is paid to the Mayor, I presume that having served 6 months, I should be entitled to half of that which is £1000. If so I wish to donate that £1000 to the Cancer Research fund. I would like to be advised of the process to enable this.

You said that I have demanded an account of what Mayoral expenses were spent prior to me taking office . This was necessitated by the Town Clerk presenting the expenses over the fiscal year starting from April and ending in March and my understanding that the Mayoral budget was also allocated over the fiscal year. Hence I wanted to know what was allocated as of April and what was spent between April and May prior to me taking office. Otherwise I would have had no concern whatsoever in knowing these.

As for the error in the email when I first raised the issue of finance, I incorrectly raised it as Mayoral Fund instead of Mayoral Budget/Allowance and instantly corrected it in an email to both you and Julie and thereafter I have been pursuing my queries regarding the latter. As such it is obvious to anybody with a discerning and fair eye that this was a genuine error. However, in your previous email you said that “You have not retracted that accusation which was both incorrect and insulting”.But once I pointed out to you that I had apologised and corrected and hence retracted this, you come back and say “The fact that you retracted that when your error was pointed out does not excuse the original ill-considered, ill-informed and libellous accusation.” This once again corroborates your bias and negativity towards me; if one condition is satisfied you immediately raise another to squash me. I have no qualms in saying once again that the main reason I resigned from the Mayor and left the party is because of this high-handed attitude of yours and I sure am glad that I did so.

This country professes to embrace diversity and multiculturalism and the Good Councillors Guide also says diversity should be celebrated (pg 13); however in practice I did not find this particularly from you.

Finally, you state that you are perfectly aware to whom you send your emails to. If so, since the email below was written by you to me, can you please clarify who you are referring to – who is this ‘he’ that you are talking about who has a hectoring behaviour and should be reported to the Monitoring Officer? As the recipient of this email I believe I deserve an answer to this.

Finally, you have to date not responded to No 5 in my email dated 18 October asking you why you suddenly  (on 19 Aug 16) objected to something that you had been accepting from me for almost 18 months. What brought about this change?

I am not going to continue this correspondence any further. I do not have the time and I have replied in full. Again I repudiate absolutely each and every accusation you have made against me.

Future emails to me concerning these matters will not be answered.

If you have legitimate expenses submit your claims with proof. I repeat what I told you earlier – the Mayoral Allowance is subject to Income Tax.
